Bubb Rubb is a resident of Oakland, California and a notable automobile connoisseur. Along with his companion Lil' Sis, he is the spokesperson for whistle tips: metal pieces welded inside the tailpipe of a car, causing a screeching whistle noise that can be heard for a mile.

In the face of criticism by concerned citizens and news crews the two officials contend that whistle tips are "just for decoration" and that whistle tips can help one attain the flows. Bubb Rubb also says that whistle tips can serve a second purpose as an alarm clock. WOO-WOO!
